Increase in Entrepreneurs in Ukraine: Nearly 2 Million Individual Entrepreneurs

As of early July 2026, Ukraine has registered over 1.84 million individual entrepreneurs (FOPs). Despite the war conditions, Ukrainians are actively opening businesses, though there is a significant imbalance between the number of FOPs and legal entities. Many registrations may stem from tax minimization by splitting businesses into multiple FOPs.
