The Imperfection of Shelters in Ukraine: Challenges and Opportunities

The civil protection system in Ukraine requires substantial reform, as the majority of shelters are inadequate for protecting citizens from enemy attacks. According to an analytical report, over 90% of shelters have significant flaws, and funding for their improvement remains questionable. A review of Israel's experience may provide valuable insights for enhancing Ukraine's protection system.
