Bulgaria Excluded Patriarch Kirill from EU Sanctions; 21st Sanctions Package Delayed

Bulgaria confirmed that Patriarch Kirill of the Russian Orthodox Church was excluded from the 21st EU sanctions package. The Bulgarian Foreign Minister stated that sanctions should harm Russia more than EU member states. Currently, the 27 EU member countries have not reached an agreement on the new sanctions against Russia.
