Who Needs to Change Their Booklet Passport to ID Card: Key Cases

In Ukraine, there is no requirement for mandatory exchange of booklet passports for ID cards. However, the State Migration Service outlines five circumstances under which such a replacement is necessary: change of personal data, physical damage of the document, loss of the passport, detection of errors in records, and failure to submit a photo on time.
