A spa center owned by the brother of Zaporizhzhia's deputy mayor, Serhii Bilov, was found with 'three pools on paper' and signs of wastewater discharge. The police are investigating the land documentation where the Starbath Spa was built over suspicions of document forgery. The water utility reported that the complex did not receive technical conditions for water connection.
